Security expert Bruce Schneier weighs in on the issues surrounding Defcon that led to developing the red/yellow/green card system. In it, he not only linked to the Backup Project, but also noted:

Bystanders play a large role in normalizing harassing behavior, and similarly play a large role preventing it.

We completely agree with Schneier here. Part of the idea of the Backup Ribbon Project is to get bystanders involved to say that harassing/assaulting behavior is absolutely not acceptable. This is how you work toward creating an environment and culture that does not accept this behavior as the norm.
